Élève de l'École de guerre. Il fut attaché en 1876 à la maison
militaire de Léopold II avec mission d'assurer le secrétariat pour les
affaires coloniales. Dans le cadre du Comité d'études du Haut-Congo, il fut
adjoint au président Strauch. Le Roi l'envoya en Angleterre pour proposer à
Stanley une nouvelle expédition en Afrique centrale pour le compte de
l'Association internationale africaine. Il prit une part active à
l'organisation de la plupart des expéditions. En 1887, il s'embarqua pour le
Congo et y acquit la conviction qu'il fallait tracer la ligne de chemin de fer
Matadi-Léopoldville d'une seule venue et par le sud, dont l'inauguration
officielle eut lieu en 1898. Il fut un homme d'affaires exceptionnel, dont
l'activité fut centrée sur la mise en valeur du Congo par l'entremise de la
Compagnie du Congo pour le Commerce et l'Industrie qu'il fonda le 27
décembre 1886 et de ses nombreuses filiales
dont il suggéra la création : le Chemin de fer du Congo, la Compagnie des
magasins généraux, la Société anonyme belge pour le commerce du Haut-Congo,
la Compagnie des produits, la Compagnie du Katanga. En 1904, la station de Sona
Gongo reçut le nom de Thysville.

Student at the War School. He was attached in 1876 to the military household of Leopold II with the mission of ensure the secretary of colonial affairs. Within the framework of the Committee of studies of the Upper Congo, he was the assistant of president Strauch. The King sent him to England to propose to Stanley a new expedition in central Africa on behalf of the African International Association. He took an active part in the organization of the majority of the expeditions. In 1887, he embarked for the Congo and became convinced that it was necessary to lay a railway line from Matadi to Léopoldville whose official inauguration took place in 1898. He was an exceptional businessman, whose activity was centred on the development of Congo via the Company of Congo for the Trade and Industry that he founded on December 27, 1886 and of his many subsidiary companies which he suggested creating : the Railroad of Congo, the Company of the general stores, the Belgian Limited company for the trade of High-Congo, the Company of the products, the Company of Katanga. In 1904, the station of Sona Qongo accepted the name of Thysville.
